State DOT performance programs : from program development to stratefic planning - Philadelphia : Routledge, May 2008

This article presents evidence from selected state transportation departments across the United States that indicates that although many states have established performance measures programs, very few have acted to integrate across the board results into transportation decision-making processes. Transportation-related performance programs across the nation have reached a critical juncture between performance program creation and integration of results into decision-making processes. Only time will tell if the fundamental strength of performance programs, that of enhancing strategic planning, will be unleashed, thereby strengthening the management of transportation programs and the relationship with decision-makers and the public that government transportation providers desperately need
