Governance education : helping city councils learn - malden, MA : Blackwell Publishers, nov./dec.1997

This article shows how councils can learn to govern better. The author suggests an on-the-job learning framework that uses the political context to stimulate effective action. Called governance educations, this framework gives council members a safe way to fame actual(not hypothetical) policies after they resolve their most difficult situations. The author governance education from the literature on public administration, political science, and learning. It learning model contains four staegs: uncoverning, redefining, learning, and relearning. By easing political tensions, governance education enables council members to unfold new policy choices. The author uses a case study to show how governance education works in practice.
