Emergency management challenges for the Obama presidency - Philadelphia : Rouledge, July 2009

In 2002, the Federal emergency Management Agency (FEMA) was placed within a newly created Department of Homeland Security (DHS) in reaction to 9/11. The flawed response to Hurricane Katrina in 2005, especially flooding in New Orleans (NOLA), exposed numerous problems with the federal response. The article outlines the major FEMA-related management challenges faced by the Obama Administration in implementing PKEMRA and places the discussion within the broader context of the role of DHS.
