Transitions in defense management reform : a review of the Governement Accountability Office's Chief Management Officer recommendation and comments for the New Administration - Hoboken : Wiley-Blackwell, nov./dez. 2008

A recent Government Accountability report suggests the persistent management problems of the U.S. Defense Department could be solved by establishing a new positions of chief management officer, which would assume primary responsability for defense business transformations. This article reviews the chief management officer recommendation and raises questions related to four issues: evidence-based reform, the relationship between policy and administration, auditor overreach, and sustaining reforms through the transitions. The authors especially elaborate their critical final idea - sustaining reform - trough transition recommendations for developing a defense management agenda for the new president, giving priority to defense career executives in facilitating the transition, as well as stressing the necessity for the next comptroller general to support this transition agenda.
