James Svara of Arizona State Univeristy finds some movement toward buttressing the role of elected and appointed executives at the local level. Reinvention and e-government practices have also fueled management change, but he sugests there is an increasing challenge in the governance of expanding metropolitan and "megapolitan" regions.
