<br/><br/> Since 1989, customers' bills for water and sewerage services in England and Wales have risen in real terms. A large proportion of the increase has been required to fund compliance with the standards and timescales laid out in legislation transposing EC Directives. This article explains the process used to set the limits on customers' bills and reflects on the further impact of proposed new legislation.
