Eurosepticism has settled over the past years as a result of the Commission's resignation in March 1999. Critics and opponents develop hostility toward the European Union and the perspective of enlargement is feared by public opinion. The author concentrates on three essential features of the European Community. Legislation follows concentrates contradictory debates between and Member States. The rule of law the ensues is both strong, legitimate, relatively clear and accessible and bears favourable comparison to most national law. Community Institutions are remarkably law abiding, and judicial annulments are exceptional. Finally, the control of correct EC law implementation is an essential role performed mainly by the Commission, which significantly contributes to enhancing the EC's perception by private parties.
