<br/><br/> Analysis of the circumstances surrounding the resignation of the Santer Commission sheds light on a number of problems encountered by the Commission over several years. While some of these are in the process of resolution thanks to the new reform programme, the Commission's legitimacy crisis runs the risk of having long-term effects on the functioning of Community institutions.
