The campus is where the conditions which determine the boundaries, quality, relevance and reputation of higher education and research are defined, and consequently where the relative competitiveness and attractiveness of sites becomes apparent. It is therefore of great interest to analyse Madison and Strasbourg, two university centres of the same size but situated in very different environments. Such an analysis reveals significant differences in both organisation and means, endowing Madison with a competitive advantage over Strasbourg
