Progrès technologique, protection de la vie privée et responsabilité politique - Paris : IIAP, janv./mars 1999

The protection of private life in the face of new technologies is a necessity which is universallly recognised today and which carries with it the seeds of its own decline. On the one hand, it does not seem to be able to keep pace with technological developments; on the other, it cannot escape from the prevailing crisis which surrounds regulation in general. While private life continues to be subject to increased bureaucratisation, we are witnessing at the same time the emergence of new values which seem to contradict out attachment to the need to respect private life. Technological solutions (ciphering) or legal responses (such as accessibility of public data and freedom of information) are not sufficient to deal with these problems. The necessary re-evaluation of the distribution of power to control information is a matter of political responsability
