Civil servants' trade unions are even more divided than union in the private sector and the almost equal balance of power between reformists and protesters is a particular factor contributing to his situation. The exercise of trade union rights and the social relations within the administration have always been ambiguous, fluctuating between ritual institutionalisation and more open negociation practices. Given these conditions is a real dialogue about reform really possible?
