In this respect the unions are right to develop a vigilant stance which will be adopted all the more nervously given that relations between the administration and the unions remain premised upon mutual suspicion, an absence of freedom of information and an absence of dialogue. Modernisation, yes, but modernisation of social relations is what is first required
