At the regional level the division of responsabilities in the management of the health service has had a negative impact upon the global view of what is happening in the service and has generated confrontation between diverse interests. Regional schemes have provided the opportunity for the different actors to work together. The splitting-up of the region into health sectors designed to respond to be addressed. The addition of the task of resource allocation to the attributions of the region in its management of health and social matters gives the region a new role that of the key player in health service network. The division between health care and social provision appears necessary. It should be undertaken by technicians and not by those who lack expert knowledge. The role of the prefect must be restricted to that of arbitrator
