The tendency to concentrate the services within ministries has been reversed as soon as the beginning of the XXth century. Eventually, public administration has become multi-organizational: the ministerial departments have progressively lost their role as an organizational centre to the benefit of other institutions. A quest for unity has become unrealistic, but new rules and organization have to be defined
