Between 5 and 1 million persons have difficulty accessing health care that covers the entire population, at least in theory. Misadministration in national health insurance is characterized by complicated procedures, difficulty in reaching certain categories of the public, regulation based on categorizing people, geographically dispersed institutions and outdated welfare legislation
