Mainstreaming, or building in, equality at initiation stage of policy making may be the best way of overcoming this problem. A case study of the initial stages of choosing a design for the National Assembly of Wales' debating chamber reveals that mainstreaming equality requires a more inclusive practice of policy making than is usually achieved by the traditional Whitehall model
