The New Zealand state sector has long been a testing ground for machinery of government change, and there is now little doubt that its performance and structure is once again in the spotlight. In mid-March the Minister of Finance and Minister for Regulatory Reform jointly announced the Government's intention to create an independent Productivity Commission. Modelled on its respected Australian counterpart, from April 2011 the new body will scrutinise key policy issues in a 'non-political way' and assess both the need for regulation and the performance of regulatory agencies
