As devolution of responsabilities from higher-level governemts to lower-level governments and nonprofits continues, more and more attention will be focused on implementation, specifically on how to convince reluctant partners to participate fully in program success. in spite of a considerable body of research on implementation, few systematic efforts have been made to examine the predicators of succesful compliance. This article provides such an effort, examining five possible predictors to implementation of primary care mandates in seven states. Among key factors in succesfull implementation of these mandates were legislative funding targeted to the program and procative leadership within the medical schoolls. Monitoring and oversith were in place in only one state where implementation was judged to have been mosts sucessesfull. The wording of legilative mandate and communication - often touted as important elements of successful implementation - were not imporatnte in these seven states
