Salidas de una mala administracion? Racionalidad administrativa y practicas de comunicacion en el campo politico : el caso de un municipio en el norte de Mexico = Administrative rationality and communitcation prctices in politics: the case of a northern Mexico municipality - 2002

In the 1980s and 1990s, local governments from all Latin America suffered major reforms raging from the introduction of new kind of tx administration and performance assessment, to the development of new type of community partipation. Some researchers analyzed these reforms facing the neo-liberal structural adjustment policies and political democratization processes that swept the continent. Other scholars examined the ties between local reforms and supranational trends, particularly the impact on local practices by different global speeches on adminsitratins and globalization. This paper explores the important but less explored issue of the reform process of local governments in Latin America - the political communication system. Political communication system means, in this text, the convictions and practices following the making and distributin of political information by local governments, in order to create meaning, achieve agreements and build alliances.
