Performance evaluation in the public sector has been a much debated topic over the last generation of researchers under the general subject of human resources management. Researchers, as well as managers themselves, are particularly concerned about the subjectivity of such an evaluation and the subsequent need for specific measurement tools to be engineered so as to mitigate it. This article reviews the related theories such as the Measurement Theory, the Interview Evaluation Theory, the Cognitive Process Theory, and the Performance Management Theory. Within the public management context, characterized by specific added difficulties, it as been deemed increasingly important to reach an agreement on how to measure performance objectively as part of the administrative modernization
