Although the European Community was initialy creatd without the support of administratibe cooperation, the European Comission soon realized the importance of setting up such frameworks. Different forms of cooperation thus emerged, enabling the Commission not only to exercise its own authority but also, as in the changeover to the euro, to include national policy-making within the contruction process of the European Commission in numerous areas extending beyond the scope of European competence, and a number of these projects involve countries outside the European Union
