<br/><br/> The article brings to discussion certain expressions, imbued at the Article 29 of the Brazilian Constitution, that are often forgotten. Probably this situation occurs due to meaning of such expressions being misinterpret by some authors that not appraise the proper importance to this matter. The given expressions are analysed in order to elucidate questions formulated by councilman and Municipal Power' technicians.
