This paper deals with measuring the three quality dimentsions (quality of design, quality of conformance and quality of performance) in higher education. The proposed framework discussed inthis paper builds on the model developed by Mergen et al.(2000, Total Quality Management, 11, pp.345-352). It discusses a set of measurement parameters to be used in evaluating the quality of research and curriculum development and the tool/techniques necessary for evaluating them. Two examples are discussed of thow Rochester Institute of Technology has used this approach to plan and implement a new MS degree and new research reward system
