This is a peculiare case-study as Singapore is a ilt-ethnic and multi-language reality where Asia Commitment values are very strong, but they are well mixed at the same time with western culture(specially with British values, as Singapore was a British colony). Economic development and the growth of quality life standards have been the most significant in South-east Asia. Such a big success is due both to political leadership and to Public Administration. The first one plays a strategic role, set the guidelines, plans and forecast problems; the second one is always excellence oriented through its organization, actions and objectives.
