Old Labour generally sought to realize such an ideal in a universal welfare state characterized by a command from of service delivery. New Labour has responded to dilemmas, akin to those highlighted by the New Right, by trasnforming this model of the public sector. It conceives of the state as an enabler action in partnership with citizens and other organizations, delivering services through networks characterized by realtionships of trust.
