Tradition affirmative action programs are no longer sufficient, as they do not guarantee diversity management. Public sector agencies must change their cultures to embrace diversity and promote its value throughout the organization. This is particularly important in the public sector for not only they rely heavily on knowledge intensive, high skill employees, but also they have a responsibility to promote social equity and maintain a representative bureaucracy.
