The evolution has naturally occured in favour of groups realisation of public services which are 'run by the people and concerned with the problems of the people', as set out in the White Paper on the transformation of public services. In order to achieve this objective cultural and structural changes must be made rapidly to public services. Particular attention must be paid to the provision of services where there is a risk of deterioration in that provision
