520 3 _aLatina administrators in urban municipal bureaucracies experiencing demographic change are continuously constructing their role—at times calling on their ethnic/nationality lens and at other times drawing on their racialized, feminist perspective and always mindful of their institutional context. Personal interviews with 16 Latina administrators provide rich insights into the ways race/ethnicity, gender, and institutional context intertwine in affecting policy outcomes.
