520 | 3 | _aIn 2002, the Federal emergency Management Agency (FEMA) was placed within a newly created Department of Homeland Security (DHS) in reaction to 9/11. The flawed response to Hurricane Katrina in 2005, especially flooding in New Orleans (NOLA), exposed numerous problems with the federal response.
