520 | 3 | _aThis article argues that the ways in which policies are usually implemented in public sector organisations is contributing to the weak implementation of gender mainstreaming (GM), and that this is relevant for future development of GM implementation strategies. The experience of GM in Ireland is outlined, from the point of view of an inside action researcher. The findings suggest that the organisational characteristics affecting policy implementation in the public sector contribute to GM being implemented in an 'integrationist' rather than 'transformative' way, and with an emphasis on expert-bureaucratic processes rather than on greater participation with civil society. | |
