520 3 _aThe goal of this article is to analyze the links among law, politics, and management in the criminal justice system during a period of transition. It examines the system wide impact of several crisis-spawned innovations, and discusses alternative ways to develop the system of justice. The discussed models are classified according to their adherence to democratic ideology and decentralized management. The paper proposes to seek improvements through administrative approach -- i.e. coordination and better management. The decisive factor in choice of the model of development, will be economic and managerial capability that each discussed system will require, rather than ideology the model represents.
