The literature and executive attitudes contain notions that mobility decreases provincialism, encourages innovation, promotes employee development, improves communication, and provides personal rewards. Since executives' perceptions vary according to their experience, mobility, arid education, it is argued that organizational mobility will increase and improve the caliber of the public service
