520 3 _aStates can respond effectively to the development of multi-layered and complex policy-making structures in the European Union (EU). However, in observing comparative responses to the changes in EU technical standardization policy in Denmark, the Netherlands and Norway since the mid-1980s, a fairly wide range of institutional variations becomes visible. The article argues that state actions are constrained and facilitated by particular policy choices made in the different countries since the turn of the century.
