520 3 _aThe fight against social exclusion and the exclusion of young people in particular has been a political priority in France for the past twenty years, and in the U.K. since the Blair government came to power in 1997. Despite their institutional differences, both countries have recently implemented reinsertion programmes based on a similar philosophy of partnership working which aims to address all a young personsÂ’needs in a coherent manner : however, although the Connexions Strategy and the New Deal for Young People in the UK and the Missions locales and the programme TRACE in France have achieved positive results overall, their impact on those young people most in difficulty, is less clear. In France, intervention at a younger age and better targeting of programmes would help young people in greatest difficulty, whereas in the United Kingdom, greater autonomy on the local level is needed
