On one hand, numerical society aligning the various political institutions (ministries, regional authorities) and citizens-users, and on the other, computerised administrative management, which tries to align computer technicians, administrative employees and users. These projects seem unable to bring together a large number of participating actors. Two models can remedy this by building new alignments : agencies and of European constraints.
