520 3 _aAs the administration becomes more transparent access to administrative information constitutes both a liberty for the citizen and a threat to private life. The legislative framework in France reproduces this duality by distinguishing access to administrative information from the protection of personal data. The massive circutation of data on international networks makes it necessary to evaluate this legislation. The use of network services generates usage of computerised data. The increasing dissemination of administrative documents raises the acute of their commercialisation. The evolution of technology opens up interesting areas for reflection at the level of public administration and state reform; at the level of civil a new debate must be initiated concerning areas where restriction is indispensable and that of others which might usefully go unrestricted.
