Piloting this reform is the Commission for reform of the state whose purpose it is, whithin a framework of wide-spread dialogue, to identify issues which involve reform within the state, to prepare public decisions and to ensure that these decisions are put into effect. The principal axes of this reform are three-fold: the stablishment of new relationships between the state and its citizens, the setting-up of new state decision-making practices and the development of relatios based upon confidence between state and employees.
