Bureaucratic practices are in reality stronger than the civil service regulations. It is perfectly possible to define objectives, to risk the allocation of greater responsability and autonomy to civil servants, and to rally around the aims of public service within the framework of the existing civil service regulations. All that is needed is imagination together with a strong attachment to the specific values of public service
