The discussion of the enabling role has, however, been pitched at the level of general principle, rather than its translation into practice. In this paper a survey of how local authorities have sought to prepare the new enabling strategies reveals a renewed interest in the systematic assessment of housing need and an emphasis on consultation with interested parties.
