The discussion of the enabling role has, however, been pitched at the level of general principle, rather than its translation into practice. In this paper a survey of how local authorities have sought to prepare the new enabling strategies reveals a renewed interest in the systematic assessment of housing need and an emphasis on consultation with interested parties. The main sources of concern for local authorities are a lack of resources in relation to need and the apparent vagaries of a system of national resource allocation that is increasingly based on competitive bidding and civil servant discretion | |
