520 3 _aThe active involvement of local residents has become an established feature of urban regeneration policy. A theoretical rationale is developing around community partnership but a number of political, conceptual and practical issues require to be explored before full appreciation of the potential contribution of local residents can be reached. This paper draws on ongoing research on community partnership. It examines the motivations and expectations that partners bring to the process, the organisation of partnerships, the role of residents in the decision making process and their impact on regeneration strategies. There are signs that the participation of local people is broadening strategic agendas and influencing specific policies and programmes. However, involving residents is unlikely to be a smooth process and a range of practical difficulties will need to be faced in establishing effective community partnerships
