520 3 _aThe arts have traditionally been seen as a minor policy concern for local authorities. Recent developments, however, have served to give the arts a new importance as a contributor to a range of policy initiatives within local government. This new importance has arisen as a result of the `attachment' of the arts to other policy concerns. This article discusses why the arts have been utilised in this fashion and what consequences have arisen from this `attachment' strategy for the arts in local government circles. The benefits that are associated with increased attention being focused upon the arts need to be weighed against the cost of so doing in terms of the core concerns of the policy area
