Recent developments, however, have served to give the arts a new importance as a contributor to a range of policy initiatives within local government. This new importance has arisen as a result of the `attachment' of the arts to other policy concerns. This article discusses why the arts have been utilised in this fashion and what consequences have arisen from this `attachment' strategy for the arts in local government circles.
