The proposed framework discussed inthis paper builds on the model developed by Mergen et al.(2000, Total Quality Management, 11, pp.345-352). It discusses a set of measurement parameters to be used in evaluating the quality of research and curriculum development and the tool/techniques necessary for evaluating them. Two examples are discussed of thow Rochester Institute of Technology has used this approach to plan and implement a new MS degree and new research reward system
