Every president's sucess or failure turns in large part on the quality of federal management. Here, Thomas H. Stanton, speaking for the fellows of the National Academy of Public Administration, proposes a transition agenda that recommends three priorities: first, set a tone and strengthen organizational infrastructure for effective management; second, create an office for monitoring potential risks and ensuring adequate responses; and finally, by following the two foregoing ideas, the administration will pass along a more capable government than was inherited, plus enhance a new administration's potential short-term success and effective long-term implementation of its policy agenda.
