Here, Thomas H. Stanton, speaking for the fellows of the National Academy of Public Administration, proposes a transition agenda that recommends three priorities: first, set a tone and strengthen organizational infrastructure for effective management; second, create an office for monitoring potential risks and ensuring adequate responses; and finally, by following the two foregoing ideas, the administration will pass along a more capable government than was inherited, plus enhance a new administration's potential short-term success and effective long-term implementation of its policy agenda.
