There is a widening social gap thoughout the world. in Latin america, there is increasing wealth concentration and at least 120 million people do not have regular access to health care. In the context of regional development process, the State should play a crucial role in social health care. This protection aims at being universal, following basic principles including equality and solidarity on four action fronts: improvement of welfare conditions (general health determinants), funding, adequate service suply and international co-operation. Universal insurance should be puclic funded by means of taxes plus other ways. An adequate supply should take into account a new design of care systems consistent with ultimate goals, structuring principles and global identified functions. Finally, some aspects o the feasibility of the proposal are discussed
