In the context of regional development process, the State should play a crucial role in social health care. This protection aims at being universal, following basic principles including equality and solidarity on four action fronts: improvement of welfare conditions (general health determinants), funding, adequate service suply and international co-operation. Universal insurance should be puclic funded by means of taxes plus other ways. An adequate supply should take into account a new design of care systems consistent with ultimate goals, structuring principles and global identified functions.
