Chacune de ces mesures, attachées à la vie intérieure du service, tend à rationaliser la « chaîne de montage » juridictionnelle, de lenregistrement dune affaire à son jugement, et concourt, in fine , à la décision de justice. Résultant de préconisations du Conseil dEtat ou dinitiatives propres à chaque juridiction, ces mesures renvoient à une approche managériale du fonctionnement de la justice administrative. En cela, elles influent sur la qualité de cette dernière. Il sagit de leviers concrets de cet impératif, leur définition faisant lobjet darbitrages précis et concertés entre les différents acteurs chargés de les appliquer |
