Thinking about implementing TQP but are unsure of the barriers you will discover or the pressures it can impose on the organization? Have you heard the expression "begin at the top" associated with organizational change and wondered what it actually means in practice? This case study describes the efforts undertaken and lesson learned by the Texas department of mental health and mental retardation as it began the transformation of its agency culture in keeping with a TQP model. Although there have been many successes over the has roots in a mixture of uncertainty regarding the next step to take and in the need for the agency's senior managers to personally transform the way they go about their work.
