Policy deployment : a review and comparisons of two best practices models

By: JOLAYEMI, Joel K.
Material type: materialTypeLabelArticlePublisher: Oxfordshire : Routledge, jul./ago. 2009Total Quality Management & Business Excellence 20, 7-8, p. 877-902Abstract: In this research, we present comprehensive reviews and comparisons of two organisations' (Xerox's and Hewlettt-Packard's) best practices policy deployment models. The reviews and comparisons of the two models are based on thorough reviews of all published works on the models and on their applications in their respective owner-organisations. The reviews and comparisons are done with respect to each model's planning and application processes, structure, and distinguishing features. The contributions of each of the two organisations to policy deployment are highlighted. The research also presents a brief review of literature on the activities of the two organisations in continuing to sustain, maintain, and improve their quality cultures. The research shows that there are similarities and differences in the two organisations' best practices policy deployment models with respect to their formulation processes, structures, features, and implementation processes. We find the two models to be very comprehensive, innovative, and effective. We also find their implementations to be thorough, well-organised, successful, and inspiring. The research also shows that the two organisations have achieved excellence and outstanding success with their models. Additionally, it shows that they have made tremendous and excellent contributions to best practices in policy deployment. Furthermore, we find that they have continued to hold and sustain their enviable quality cultures and superior performances since the developments and applications of their best practices policy deployment models between the early 1980s and mid-1990s. There is a lot that other organisations can learn from these two organisations and their best practices policy deployment models.
